Truly wise. Wars had always been the way to solve economical and political problems, something to engage people with while distracting them from their nowadays problems. It is like "Treasure your every day in peace. It's OK that you're poor or badly treated, there are many people who are even more mistreated, ill, hungry, wounded or dead... Have a look at yourself, you're lucky to have what you have. won't it be fair to ask for more"...
Living in peace makes people face their problems:)
